The marine (jap. 海軍, Kaigun) - also "Martial Power of Justice" called - is the largest naval force on earth and is subject to world government. Their main task is to maintain law and order in the world, which includes hunting pirates and other criminals. This also includes posting bounties and distributing wanted posters.[1] In some serious cases, the Navy also publicly executes pirates, as happened with Pirate King Gold D. Roger or his son Puma D. Ace.[2] In addition, as the marine police, she ensures that the laws of the world government are observed.[3]

Naval Headquarters was long on the island of Marine Ford and was linked by the Tarai Current to the other two major institutions of world government - Impel Down and Enie's Lobby.[4] After the change in leadership, however, the headquarters were relocated to the New World across from the Redline.[5] Grand Admiral Sakazuki, the new head of the entire navy, also resides there.[6] From there, all naval units worldwide receive their orders and information. However, only the best elite soldiers and highest-ranking officers are stationed directly at headquarters. But the navy also has its outposts in all other oceans in the world, but these are only within the sphere of influence of the world government.

The symbol of the Navy is a stylized seagull holding a horizontal wrench. Eiichiro Oda says it chose it because seagulls embody the sea and are his favorite animals.

Order of precedence

Both on a fan mail page[7], on a chapter cover[8] as well as in the special volume One Piece Yellow[3], Eiichiro Oda listed the naval hierarchy as follows:

  • [1] When Eiichiro Oda explained the hierarchy, he added an addition to the rank of admiral, which as much as "Governor General" or "Viceroy" (jap. 総 督, Sōtoku) means. The actual meaning of this alternative rank is probably "Vize-Großadmiral" in German, which is supposed to describe that the three admirals represent the highest authority in the Navy after the Grand Admiral.
  • [2] The naval rank Junshou (准将) corresponds to an admiral with one star, i.e. a fleetillenadmiral. In Carlsen Comics' version, this rank is called Fleet Admiral, which is a mistake. The rank of fleet admiral denotes an admiral with five stars, i.e. a grand admiral.

Uniformity

Since the Navy is a military organization, uniforms are mandatory. Standard uniforms for every soldier include black boots, dark blue trousers and a white, sleeveless top with a collar. In addition, a blue scarf and a white cap with two parallel blue stripes and the words "Marine".

However, from certain ranks you also enjoy privileges with regard to the dress code. From the rank of mate (non-commissioned officer) one has largely free choice of clothing; you have several uniforms to choose from, but you can also wear casual clothing. From the rank of ensign (officer candidate) one even has the honor of being allowed to wear the word "justice" on one's clothes, and from the rank of corvette captain (staff officer) one usually wears a white coat with gold shoulder badges and the words " Justice "is marked on the back. Most of the officers wear a fine suit underneath.[49]

In the Navy, however, there are no direct badges that soldiers wear to show their rank. It is difficult to determine the rank of an officer from corvette captain on the basis of clothing. However, many vice admirals also wear medals or extravagant uniforms, as in the case of John Giant or Doberman. However, the exact reason for this is not known. Although from the rank of mate one has largely free choice of clothes, the Grand Admiral also always wears his complete, magnificent uniform. It is not known whether this duty is in order to be able to recognize the commander in chief directly as such, or whether it is carried out of his own free will.

General

General Staff

The General Staff or Council of war (jap. 参謀, Sanbo) of the Navy is at the side of the Grand Admiral as an advisor and commands the Seven Samurai of the Seas. Members are high-ranking naval officers such as Vice Admiral Kaiserbart. The head is the acting Grand Admiral himself. Another very important member is Vice Admiral Kranich, who is also "Great Tactician" is called. In terms of experience, nobody can fool her. She is always very well informed about the latest happenings in the world and has a lot of in-depth knowledge, as she proved in Raffit's case.

The Council also takes part in important conferences.[3] These mostly take place in the Holy Land of Mary Joa. Some council members were also present at the meeting of the Seven Samurai in Mary Joa. Likewise at the war conference, which discussed the strategies for the coming battle against the Whitebeard gang.

The Seven Samurai are not directly subordinate to Naval Headquarters, but receive their orders from the Grand Admiral in times of war. Normally, however, the two parts of the Three Powers do not cooperate and receive their orders independently of one another from Commander General Kong or the Five Wise Men. In addition, many naval officers don't seem to have a great deal of trust in the samurai. For example, the former Grand Admiral Senghok described Don Quixote de Flamingo and Bartholomäus Bär as "the scum of the seas" during the meeting in Mary Joa[50] and Garp later mentioned in a conversation with Senghok that he had never believed a word from a samurai. When Bartholomew Bear appeared in the Sabaody Archipelago, even though he was supposed to be at the meeting in Mary Joa, Admiral Kizaru also mentioned in this context that precisely for this reason pirates cannot be trusted.[51]

Change of leadership

Immediately after the decisive battle of the world powers of Marine Ford, Vice Admiral Garp and Grand Admiral Senghok resigned from their offices one after the other. Commander General Kong was not very happy about this news and asked them to at least stay in the Navy in order to train young soldiers from now on, which they accept. In conclusion, Senghok suggested Aokiji as his successor because he had great faith in the man.[9] The leaders of the world government, however, wanted Akainu as the new Grand Admiral, making him an even more powerful candidate for the post.

The normally less combative Aokiji, however, vehemently opposed his colleague Akainu. What followed was an argument that was considered the first among admirals. To resolve the conflict once and for all, they met on an island for a duel. The winner should have command of the navy and the loser should not raise any further objections from now on. A mighty ten day struggle for life and death ensued on Punk Hazard[52], from which Akainu finally emerged victorious. Both sides had suffered serious injuries and even Akainu could not meet his long-time comrade without a touch of sympathy, so that he left him alive.

Aokiji then resigned from the Navy because he could not agree to be under Akainu's command. With the loss of three front figures, the Navy had suffered a severe setback, but the world government assured it unprecedented power to make up for the loss. What exactly was meant by this is still unclear. However, Jinbei did mention that the Navy, under Akainu's leadership, is a stronger bastion of justice than ever before.[6] He also moved the naval headquarters to the New World.[5]

The Navy acts as an organization according to the principle of "Absolute Justice" (jap. 絶 対 正義, Zettai Seigi), a dogma of world government.[3] As its name suggests, this form of justice is ruthless. "Absolute justice" is therefore in contrast to moral justice, as it approves the killing of civilians and soldiers if they stand in the way of a higher goal or if they have to be sacrificed for the good of future generations. But above all, "Absolute Justice" is directed against pirates and all those who disregard the laws of world government. This also includes executing traitors, deserters or people who try to research the porn glyph.

A prime example is Grand Admiral Sakazuki, who sank the passenger ship with all the children and civilians 20 years ago during the buster call on Ohara just to make sure that none of the "devils of Ohara" manage to leave the island alive.[53] But Vice-Admiral Onigumo also seems to be acting strictly according to "Absolute Justice". During the buster call on Enie's lobby, for example, he ordered one of their own naval ships with a crew of over a thousand to be sunk just because a single pirate - Monkey D. Luffy - was on board. When one of his subordinates questioned this rigorous order, he shot him down without warning, saying that for the good of the world one should not doubt for a second.[54]

Other forms

Many naval officers represent their own individual forms of justice. For example, during his time as Vice Admiral, Kuzan pursued the motto of the "Blazing Justice" (jap. 燃 え 上 が る 正義, Moe Aga-ru Seigi)[55], however, decided on a new principle after the events of the Buster Call on Ohara. From then on he followed him "Sloppy Justice" (jap. ダ ラ け き っ た 正義, Darakekitta Seigi)[56]because he believed that the strict form of "justice" could drive you crazy.[57] In keeping with his motto, he always acted comfortably as an admiral, kept his word even to pirates and normally did not kill his subordinates. When the deserted Vice Admiral Hagwar D. Sauro opposed the Navy 20 years ago, Aokiji killed him because he saw no other choice and could not allow a former member of the Navy to prevent a buster call.[57]

Admiral Kizaru's motto is that "Undecided Justice" (jap. ど っ ち つ か ず の 正義, Dotchi Tsukazu no Seigi), so it always moves in a gray area. Kizaru decides on a case-by-case basis which path of justice he will ultimately choose.[55]

Other people who do not strictly act according to "Absolute Justice" are Vice Admiral Comil, in whose office in Naval Base G-2 a calligraphy with the words "Justice with a certain freedom" (jap. ゆ と り あ る 正義, Yutori-aru Seigi) hung.[58] But Vice Admiral Strawberry also appears to be much more solidarity than his colleague Onigumo. He did not bomb Enie's lobby until he had evacuated all soldiers and agents of the world government.[59]

Another form seems to be "justice in the name of honor". An example of this is Vice Admiral Smoker, who is relatively stubborn towards his superiors, but fights pirates with all means. When Monkey D. Luffy passed his fingers as the first pirate in Loguetown, he swore on his honor to capture him and followed him up the Grandline and eventually the New World.[60] But the former Grand Admiral Senghok also seems to be practicing his principle of justice in the name of honor and morality, which he expressed in his speech in the fight against the Blackbeard gang.[61]

Military strength

Nothing is known about the exact troop strength of the navy, but it is considered to be the largest naval force in the world. According to Spandam, the navy has had the military might turn upside down for an entire age. Another proof of the Navy's strength is the fact that the Naval Headquarters is part of the Three Powers. For a long time the big five in the Navy were Vice Admiral Monkey D. Garp, the "Hero of the Navy", Grand Admiral Senghok, the "Buddha" and the three admirals. Two years ago they represented the undisputed top of the navy in terms of combat strength.

The navy takes on the task of ensuring security almost everywhere where the world government is present. For example, the Navy had a division of around 10,000 men stationed on Enies Lobby, the island of justice, and Impel Down was guarded by a fleet of a dozen battleships before the impending confrontation with Whitebeard.

The Navy has its ships manufactured by the Galeera in Water Seven, among others[62]. There are different types of ships, such as small patrol ships or heavily armed battleships, such as those used in a buster call. The fact that 10 of these battleships will be made operational during a buster call suggests that there must be at least 30 of them at headquarters. During the battle against the Whitebeard gang, as many as 50 battleships were deployed in Marine Ford.

It is also known that the navy is divided into different units. Rear Admiral Puddingknie commanded z. B. the 77th and Käpt'n Ratte the 16.[63] There is also a research unit[64][65], which is behind the scientific developments, such as the sea stone technology of the ships or the devil fruit weapons, and a photography department, which is responsible for mug shots and wanted posters.[66][67] However, no further details are known. All of these units receive their orders from Naval Headquarters, but are deployed around the world independently of one another.

The three admirals

As "Supreme military power of the world government" (jap. 世界 政府 最高 戦 力, Sekai Seifu Saikō Senryoku) the three admirals are considered to be the strongest lone fighters in the Navy. Only the Grand Admiral, the General Commander and the Five Wise Men are superior to them.[14] Each of them is so strong that even pirates with a bounty of over 100,000,000 berries, like the supernovae, are afraid of them.[68] As a deterrent, the world aristocrats therefore have the power to request an admiral immediately if someone dares to attack them.[69] In addition, every admiral has a golden telescope and thus the authority to request a buster call. However, Aokiji handed them over to Spandam from the CP9, just as the then Admiral Senghok did over 20 years ago.[70]

Every admiral masters at least the two basic types of Haki, has enormous stamina and great physical strength. Their strength was demonstrated in the Battle of Navy Ford. Kizaru left the war without visible injuries, although he fought against Marco, seven joint division commanders and later even Whitebeard. He also managed to duel with Silver's Rayleigh in advance and even make him sweat.

Aokiji only had a few scratches and a bloody lip that Jozu inflicted on him, which he ultimately defeated and robbed of an arm.Besides Whitebeard, no one was able to inflict any visible harm on Akainu. He defeated Ace, Jinbei, Ivankov and Curiel one after the other within a very short time, inflicting life-threatening injuries on Whitebeard. In the end, he took on all division commanders including Sir Crocodile and Andre at once, until he was finally stopped by Shanks and the red-haired pirate gang. The attacks by Vista and Marco with Haki did not seem to bother him, because he only described them as annoying and immediately recovered.

Another point that underlines the strength of an admiral is Blackbeard. Despite his two fiendish powers and the fact that he had added five of Impel Down's most dangerous inmates to his gang, he fled when Wan Oger informed him that Akainu was on his way.

The three admirals Akainu, Aokiji and Kizaru are also dressed appropriately for their aliases ("Red Dog", "Blue Pheasant" and "Yellow Monkey") and each has a Logia power that corresponds to the color symbolism. Their views and character traits are also in contrast to one another, which is most evident when one Akainu, who strictly acts according to "Absolute Justice"[53] and Aokiji, whose motto is "Sloppy Justice". In terms of his methods and views, Kizaru is in the middle.

After the Battle of Marine Ford, Senghok finally abdicated as Grand Admiral. He nominated Admiral Aokiji as his successor. However, it is not known whether this was also appointed as his successor. In the world government leadership, however, Akainu was the preferred candidate to succeed Senghok. Although Aokiji actually had no ambitions to become Grand Admiral, he tried to get the post because he wanted to prevent the radicalization of the Navy, which he feared with Akainu at its head. There was a ten-day battle for the life and death of the two admirals, which Sakazuki won. However, since he had little sympathy for his long-time companion, he left him alive and took up the post as Grand Admiral. Kuzan then left the Navy. As it turns out later, they are the two new admirals next to Kizaru Fujitora and Ryokugyu.[71][72]

Buster call

The Buster Call is an attack carried out by the Navy. In this attack ten warships are used, which are under the command of five vice admirals. It is the most powerful known military asset that the Navy can fall back on. The buster call is only used in special situations, for example when it comes to wiping out an island or taking action against particularly dangerous criminals. Under certain circumstances, an indefinite number of civilian and personal losses is accepted, whereby the buster call is a form of "absolute justice" of the world government.

So far, only two uses of the buster call are known. One in Ohara 20 years ago and the other in the present on Enie's lobby, the island of justice. The buster call is triggered by a golden telescope, of which there are only three pieces owned by the admirals, but Aokiji has given his to Spandam. If a golden telescope is activated, the silver telescope in the naval headquarters gives the alarm for the buster call and Vice Admiral John Giant immediately puts together five vice admirals and dispatches the battleships.[73] It is noticeable, however, that not all vice admirals act the same on a buster call, both 20 years ago and now.[54][59]

Bases in the world

A naval base

In order to be able to be anywhere on the spot, the Navy has set up outposts all over the world. These are mostly kept in the colors of the Navy and can be recognized by their pattern. It can be a heavily armed fortification or a small, local administrative building. The head of such a base is usually an officer. The bases act largely independently when it comes to fighting criminals, but receive their orders directly from the naval headquarters. Some of the previously known Grandline naval bases had a "G" and a number as a name, which most likely stands for Grandline. An example of this is the G-2 naval base.

Apart from the military bases and barracks, the Navy also maintains prisons and can detain petty criminals on site, in more serious cases, they are transported to Impel Down[74]as it z. B. in the case of Baroque agents Sir Crocodile, Jazz Boner, Mister 2 and Mister 3 happened.[75]

Naval Headquarters

The naval headquarters

The Naval Headquarters (Japanese 海軍 本部, Kaigun Honbu) was a long time on the island Marine Ford and is part of the three powers. It was thus on the first half of the grandline, behind the gate of justice. The Commander-in-Chief was Grand Admiral Senghok, who had full command of the naval forces from here. The naval headquarters is a very large fortress that houses many soldiers who are said to be stronger than those of the normal bases.

The buster call on Enie's lobby was also launched from naval headquarters. The three admirals, the most powerful lone warriors in the Navy, known as the "highest military power of the world government" (Japanese 最高 戦 力, Saikō Senryoku), are also stationed there. Luffy's grandfather and naval legend Monkey D. Garp is also there and trained Corby and Helmeppo there.

The naval headquarters were later moved to the other side of the Grandline, the New World, on the island of New Marine Ford, on which the G-1 naval base was previously located. The former naval headquarters got the name of its swap partner, Naval Base G-1.[76]

Shellstown Naval Base

The Shellstown Naval Base is a relatively large fortress and for a long time was under the reign of terror from Helmepp's father, Captain Morgan, who, among other things, wanted to have Zorro executed on the execution site. The marines feared Morgan and did whatever he wanted, for fear of being executed themselves. Luffy, who wanted Zorro in his gang, freed him and finally defeated Captain Morgan.

The soldiers were so grateful to Luffy that they let him go. Morgan also had a statue of himself erected on the mighty tower, which was also destroyed by Luffy. Since Morgan was defeated, Shellstown has returned to peace and justice.[77][78]
The 16th unit's naval base

The Naval base of the 16th unit is in the Eastblue on Konomi and is under the direction of the corrupt Captain Ratte. Actually, this marine unit is there to protect the inhabitants of Konomi Island, especially Kokos, from pirates and other criminals. However, Captain Ratte and the entire unit did illegal business with the fish people of Arlong Park who bullied the people.

From this base, Ratte also sends Luffy's data and a mug shot to naval headquarters and ordered a high bounty to be placed on Luffy, as he had done the impossible and brought the mighty Arlong to his knees.[79]
The Loguetown Naval Base

The Loguetown Naval Base is located in the Eastblue in the middle of the city of Loguetown and stood stubbornly until Smoker sailed stubbornly on the Grandline under his command. Unlike the other well-known naval bases, which are often fortified like forts with large towers and cannons, this naval base is built more in the style of a local office, but it also has a training ground.[80]

As long as Smoker was captain of this naval base, there were supposedly fewer pirates in Loguetown than ever before. Furthermore, Tashigi and Eckig, who were under the direct command of Smoker, were stationed here before they left for the Grandline. The town's residents feared the Loguetown Navy, however, as rumors circulated that Captain Smoker was in league with the devil based on his devil's powers.
The naval prison
About the Naval prison not much is known. Many of the former Baroque agents were brought here after their arrest. Miss Goldenweek later successfully infiltrated the prison to free her former colleagues. Sir Crocodile and Mister 1, however, did not feel like fleeing and just stayed seated, whereupon they were later brought to Impel Down together with Mister 2 and Mister 3.[75]
Captain Moors Naval Base

Captain Moors Naval Base lies on the grandline near the island in the fog and only appears in the anime. Minchi was also stationed here until he was dishonorably discharged from the Navy for treason. Like many naval bases, this base is also painted blue-green and consists of several conical structures.

There is a large naval flag on the top of the roof. Moors naval base is subordinate to at least four naval vessels. Like most naval bases, Moor's base is right on the ocean.[81] Nothing more is known about this naval base.
Flotilla Admiral Bilić ’naval base

Flotilla Admiral Bilić ’naval base is located on Hand Island and only appears in the Special Episode of Luffy. It is extremely simple on the outside and actually consists of only two block-shaped buildings on a platform, which are surrounded and protected by a mighty wall. The rather small size of the base suggests that not very many marines are stationed there. One of them was once Regis, who ended up in one of the cells after he complained about the endangerment of Hand Iceland and its inhabitants by Bilić. In the course of the battle of the Straw Hat gang against Bilić and his troops, the base was finally destroyed.

The G-2 naval base

The Naval Base G-2 is on an unknown island, somewhere on the Grandline near the kingdom of Lulusia. Their motto seems to be "Justice with freedom".[58]

The relatively small base looks like a fortress and is surrounded by trees. On the shore of the island there are several entrance gates with cannons above them.[82] Vice-Admiral Comil is in command of this base. The base apparently specializes in spying on pirates.

In addition, the coffee on the base was very bitter. But Moda, a milkmaid, sent an inquiry as to whether the base would not want milk. Since then, the coffee has been enjoyable. Moda's parents are also the cooks at the marine canteen. In addition, Ace snuck in here during his search for Blackbeard.[83]

Arlong was once interrogated here after Fisher Tiger passed away, with Arlong spreading the lie that it was because people refused to give him their blood.[84]
The G-3 naval base
About the Naval Base G-3 is known next to nothing. It's somewhere on the grandline and looks similar to G-2, but appears to be a bit bigger. The soldiers of G-3 celebrated the victory of the naval headquarters over the Whitebeard gang, whereupon some soldiers stationed there set themselves the goal of one day counting themselves as elite soldiers at the headquarters.[85]
The G-5 naval base

About the Naval base G-5 almost nothing is known except that it is somewhere in the second half of the Grandline, the New World. After defeating the Whitebeard gang, Smoker had a chat with Kuzan about a transfer. He added that G-5 was an unsafe base as there would be a lot of problems there. Still, Smoker wanted to go there.[86] Two years later Smoker are stationed as Vice Admiral and Tashigi as Captain in G-5.

Vice-Admiral Vergo is in command of this base and Flotilla Admiral Yarisugi is also on duty here. In general, the station looks very shabby and has a lot of cracks. Jinbei brought Caribou here after he tried again to kidnap mermaids.[87]

The G-8 naval base

The Naval base G-8 - also "Navarone" called - is a fortress that is enclosed by rocks. The rock walls are built with cannons. Jonathan is in command of Navarone.[88] Since Navarone is an old base, people have often thought about closing the base.

The island also appears in the 4th movie of One Piece. In the Dead End race, manipulated Eternal Ports were issued that led the pirates to Navarone instead of Partia. However, Nami notices in time that the Eternal Port has been tampered with, so they could turn off again soon enough.

Except for the Straw Hat gang and Gasbades pirate gang, all other participants in the Dead End race were lured and sunk by the navy.[88]
The naval base on Fron

The Naval Base G-F[89] is on the island of Fron in the New World and is under the command of Vice Admiral Prodi. The island is a single fortress and the closest naval base to Whole Cake Island. Marines from various units are stationed there.[90]

When the Sanji rescue team ran out of supplies thanks to Luffy, the group infiltrated the base. At this point, however, the young and motivated marine captain All-Hunt Grount had himself transferred to the place where he met two old acquaintances, Bonam and Zappa. After some hard fighting, the group around Luffy was able to steal supplies and leave the naval base.
